What is the client OS and version? Also 4.0.2 on Debian 10?

Yes. Same OS, OS version (Debian 10) and Xpra version (4.02) on the server and on the client.

I'm using Slovenian keyboard layout, nothing special, system configured (Xfce desktop). And my client display not use wayland.

I am assuming that this is what your server log shows:
setting keyboard layout to 'si'
I've tested with a gnome session on wayland and also on x11, with libreoffice
and with gedit
.
In all cases I was able to use shift + arrows to select text.
All tested on Debian 10.4
So please try a gnome session to see if the problem is somehow specific to your xfce desktop.
If not, then there's some other detail that you are not reporting.

I have the same issue on Ubuntu Bionic with gnome desktop. It is very annoying to not be able to mark words or lines with shift-<arrow-key> in any editor (like geany, qtcreator, gedit). Have to use the mouse for this. Normally I use the English international keyboard, but since Xpra always had issues with this layout (dead keys not working) I also tested with the English(US) layout and keyboard-sync=no, but same issue. The behavior broke when updating the server from 3.0.6-r25195-2 to 4.0.2-r26625-1 and the Windows Client to 4.0.1-r26379. The log includes the line "setting keyboard layout to 'us'". Not sure what else is useful to analyze this issue?
