r27830 breaks Windows+plink password login

Description
After r27830, I get the plink window behind the splash screen.
I cannot get it forward even after force-setting it to be "Always on Top".

I don't know where you've seen that, but for the sake of the argument - it's not "that" troubling.
I mean, it would be optimal if splash screen "did not exist" as window; but POPUPs topmost setting is far too obtrusive ...

Not on mswindows, which has focus-stealing prevention, it's more of a problem on other OSes.

(I guess we'll have to live with the splash screen stealing focus.. even though we really don't want it)
